  3.     RETIRING. Pete Rozelle, 63, commissioner of the National
  4. Football League since 1960; in Palm Desert, Calif. "I want to get
  5. some fun out of the rest of my life," sighed Rozelle, former Los
  6. Angeles Rams general manager who piloted what was once a
  7. twelve-team football league with its offices in a bank in a
  8. Philadelphia suburb into an alliance with the TV networks to
  9. produce today's 28-team, billion-dollar behemoth. Rozelle admitted
  10. he had been worn down by the N.F.L.'s legal battles with the now
  11. defunct U.S.F.L. and by the players' strikes in 1982 and 1987.
